NFPA 30 and (I believe) the IFC have limits on what size glass container can
handle flammable liquids in Table 9.4.3. It is 1 pint for Class IA, 1 quart
for Class IB, and 1.3 gal for Class I C and Class II. There used to be a
provision that glass was allowed "if required for purity" but I don't see it
in the latest version. I also had a client challenged when they cited that
need as the Fire Marshal noted that they then put the "high purity" liquid
inside metal equipment and so he felt they did not have a compelling case.
So be warned as you go to larger sizes.

An additional thought:
The original question mentioned that the concern was around 20 liter cans of
flammable liquids. So in addition to the static charge concerns, there is
also the challenge of the ergonomics of handling containers that are that
large and heavy. For this reason, we bought a flammable liquid transfer pump
(from Sigma-Aldrich, I believe) to make these transfers. It included a
grounding strap as part of the tool to address static concerns.
