This may be dated.  When I was Editor-in-Chief of the TOMESS(R) Plus databases from Micromedex, we re-published the RTECS database under incense from NIOSH.  I left the company in 1999 and started my own consultancy.  About 10-11 years ago, some of TOMES Plus was licensed elsewhere and provided on-line as, I think. First Answer.

Some of my old Micromedex co-workers started another database called Ex-Pub which contained the RTECS database.  That has since been licensed elsewhere.

The Canadian Centre for Occupational Dafety and Health (CCOSH) also used to have a licensed version of RTECS.

There is probably a way to directly access the database from NIOSH, but I've not tried to do so.

The National Library of Medicine might have RTECS as part of TOXNET.  There were some major changes in Specialized Information  Systems portion of NLM over the past few years.  I haven't tried to access RTECS through NLM.

Maybe these will at least give you a starting place.  RTECS had >100,000 chemicals covered when I red-published it.
