Demystify: 

Not by NFPA 45 which is A.6.5.3.2 says:

 

It should be emphasized that use of safety showers, fire blankets, or fire extinguishers are of secondary importance. These items should be used only when immediately at hand. It should be recognized that rolling on the floor not only smothers the fire but also helps to keep flames out of the victim's face, reducing inhalation of smoke.

 

The IFC does not even mention them much less require them. NFPA 1 mentions them but only with respect to refueling in A42.10.2.2.3(3):

 

Individuals whose clothing has been ignited should be wrapped in blankets, coats, or other items or should be told to or forced to roll on the ground.

 

There may be  local standards that suggest them but I think they are not required as there are better ways to deal with the issues. If you look at past discussions others had different opinions.
