I also have a BS & MS in Chemical Engineering, with 49 years of work experience in chemical manufacturing and EHS management & consulting.  In addition to ACS, I'm a member of AIChE and ASSP.  I would be happy to talk to your nephew and perhaps make some suggestions.

One resource which I would suggest he might want to review is the investigations of the CSB (www.csb.gov).
