Thank you all for the quick responses. What is being shared is
basically what I discerned. Has anyone seen a guidance from an agency
(DOT/IATA/OSHA/EPA or State versions) stating what is acceptable?

One thing I added to what is being said is that the instructor needs
to SIGN & DATE a copy of the participant list, for files.

I recently used MS Teams for a safety training. Going into it, I had
the same concern as you. How do you keep track of attendance?

MS Teams does have a participant tracking feature that allows you to
track who joined the training, when they joined, and when they left.
When they left is important in my book because if a person lingers
after the training is over, then he/she has stopped paying attention
or, worse, may have walked away from the computer.

Teams allows you to deliver the training as a regular Meeting or as a
Live Event. I haven't used the live event option as a presenter, but I
have as an attendee and I recommend it for long training sessions. The
live event option allows you to break up the training into separate
pre-scheduled sessions throughout the day. This allows your
participants to have pre-scheduled breaks. Also, participants have to
join each session separately. (They can't just turn off the screen
saver and walk away for however long).

HOWEVER...
(1) This feature is available to the organizer and the organizer only.
(2) You must manually enable the feature. If you work at a place with
an all mighty IT department, then you might need to have them enable
this feature for you. How and when to enable the feature differs
between a meeting and a live event. If you don't do it at the right
time, then the data won't be compiled.
(3) The organizer must manually download the attendance report before
logging off and manually save it to their computer. If you end the
session without downloading, the data is lost.
